Abstract


Establish a standardized and efficient land market, which is an inevitable requirement for the protection of land resources and to promote the optimal allocation of land resources. China since 1978, began to explore the land market-oriented reforms, the growing role of market mechanisms in the allocation of land resources. However, the high degree of the land market, market disorder, the invisible market despite repeated prohibitions land market development issues become increasingly prominent. Among them, the local government intervention in the land market is considered to be the important factors affecting the development of the land market, and therefore is an important entry point to study the problem from the angle of competition in the local government. Affect the land market development in order to ascertain the local government competition mechanism and the role of the size of the basic characteristics of competition in the local government, substantial qualitative analysis based on the constructed analytical framework for competition in the local government to influence the development of the land market. Subsequent papers from the four aspects of local government finance, taxation, capital, institutional competition to explore the influence mechanism of competition in the local government and development of the land market, and put forward five theoretical hypotheses: (1) The local government finances more competitive, local The greater the dependence of government land, the higher the degree of development of the land market. (2) ability to provide tax incentives, local governments subject to the restrictions on the level of financial income, land tax incentives may be in reality is not obvious, the land tax has a negative effect on the land market development. (3) the more intense competition in the local government capital, capital of land for more frequent, lower the degree of development of the land market. (4) the local government system of competition caused by the local government system imitate, resulting in the factor market segmentation, hindering the development of the land market. (5) competition in the local government system to result in the government ineffective supervision system, causing confusion in the order of the land market, inhibiting the development of the land market. In this paper, based on 1999-2007 31 provincial government panel data empirical test the proposed theoretical hypotheses. The results showed that: (1) promote local government finances competitive land market development. Compared the dependence of the government on the land, the provincial government expenditure competition is more pronounced role in pushing forward the development of the land market. (2) The local government tax competition and urge the Government to provide land for tax incentives, land tax has a negative effect on the development of the land market. In the same time, the local government has a different policy options on different types of taxes, land use tax on the land market development has a positive role in the mechanism. (3) competition in the local government capital has a significant inhibitory effect on the land market development. The greater the power of local government chasing capital, the land foreign capital is more obvious. (4) in the competition in the local government system, the system of imitation effect is not obvious, the reality and does not appear to factor market segmentation caused by local protectionism, the measurement results show that the elements of the market is well developed and has a significant role in promoting the development of the land market. But the local government ineffective supervision on the implementation of the system, causing confusion in the land market order, thus hindering the development of the land market. (5) other factors that influence the development of the land market, the level of socio-economic development of the role of the most obvious, and the development of the industrial structure also has a positive effect, but the effect is not obvious. At the same time, the land market is also affected by the impact of regional differences. Stage characteristics combined with the development of the land market in China, the local government about the competition for scarce resources, will be more in the future focus on the land elements. Therefore, the specification of the behavior of the local government, the transformation of the functions of the local government, to build the benign local government competition mode and order, sustainable and efficient development of the health of the land market is of great significance.
