Xinjiang is a multi-ethnic area, is the strategic barrier which in the northwest of China, is important gateway of opening, and is an important base of strategic resources. However, for the reason of the history, the natural, the social and so on the various reason, economic reform recent rapid growth of the economy still draw back Xinjiang with eastern and central China gap. As the same time, the change of interest-distribution mechanism caused the income gap in the region, which have become the restriction of Chinese reformation and development to a certain extent. Under this background, narrowing income gap in the region, eliminate poverty, and constructing a harmonious socialist society in Xinjiang, is special important meaning and practical value, for which maintaining social stability, sustained and rapid economic development, and constructing the harmonious society.This article is in reference on the basis of existing research results, with China statistical yearbook and related provinces yearbook figures released as the foundation, applying statistics and measurement model method were analyzed.Full text analysis methods mainly around the urban and rural, urban and rural three planes, through comprehensive comparison with inland representative province of xinjiang income analysis reveals the deep cause of slow growth, and based on this narrowing of urban and rural residents in xinjiang and with internal, mainland residents of income inequality of policy measures.First, analysis the evolvement track and stage characteristics of income gap between urban and rural residents since the reform and opening-up in Xinjiang;Then, select the inland represent Zhejiang, Henan, Shanxi provinces and national income as an example, analysis the average per capita income,income source and different classes,industry and ownership integrated comparative;In addition, use the qualitative and quantitative method,analysis the influence factors of the income gap of residents between Xinjiang and the representative provinces;Again, forecast the income of urban and rural residents and provinces between Xinjiang and representatives during the next period;Finally, put forward several policy measures to lessen the income gap, especially from the normative income distribution order, eliminate dual aggressive policy barriers, accelerate agricultural structure adjustment.This thesis aim hope that through comparing comprehensively with xinjiang and Inland representative provinces,find out deep reasons of the slow growth of the income of urban and rural,and for promoting xinjiang residents revenue growth, lessening the income gap with the Inland, eliminating disharmonious factors, and feasible countermeasures and Suggestions. It is useful that promote rapid economic development and maintenance of social stability.
