Feasibility studies of engineering project are the refinement and specification of the investment opportunity study stage and the project proposal stage. Entire analysis, forecast and argumentation are made from the aspects of market, technology, production, policies, regulations, economic, finance, environment and so on. Then scientific, objective and fair evaluations of the project are achieved through technical and financial analysis, which can provide the necessity and possibility analysis of the proposed project as a whole, and can be used to give overall prop for the project’s accreditation.Xuzhou is the central city of the Xuzhou metropolis circle and one of the four megalopolises in Jiangsu Province. As one of the "double heart"of Xuzhou urban district, the new district is the whole city’s administration and business center. Not only as a town, Tongshan New District is also an economic development zone, which merges with the urban district in the north area. As a part of the periphery areas, Tongshan New District is developing fast in recent years.The South Third-Ring Road and the Xinxin Road are two main roads from Xuzhou New District to Tongshan New Diatrict. These two roads, which are located in the north, both need the Beijing Road (the 206 National Highway) as a transport interchange. Now with a big traffic flow, the roads cannot satisfy the coming increasing traffic demands. In order to shorten the distance betwwen Xuzhou New District and Tongshan New District and provide a more convenient way passing in and out the new district, building an express way seems particularly important.Based on the two districts’current pressing situations, social and economic backgrounds are analyzed in this paper firstly.And then the project’s necessity and feasibility are put forward. Secondly, Focusing on this engineering project, relavant theories of feasibility are mentioned in this paper which lays a theoretical foundation for further study. After that, detailed feasibility analysis is achieved from the angle of environmental impact, economic assessment and others. By studying on living examples, traffic prediction, environmental impact analysis, investment estimation, economic evaluation, sensitivity analysis, energy saving and other social benefits are analyzed afterwards. Feasibility analysis is summed up and some relevant problems and suggestions are put forward in this paper.
