Abstract


More than an important part of Higher Education in China, international education for foreign students is also of a piece with China’s diplomacy. It undertakes the mission of fostering the soft power of the country, and furthermore it plays the irreplaceable role in accelerating the internationalization of China’s higher education, and building up a batch of world-known universities in China.Since 1950, P.R. China has initiated the international education for foreign students, and step by step, it established a set of management system for the international education with Chinese characters. After the reform and opening-up, especially in the 21 century, China has witnessed flourishing developments in international education for foreign students, and the management system of it has been standardized and improved gradually. Recently, the State Council published "Outline of China’s National Plan for Medium and Long-Term Education Reform and Development (2011-2020)", it were clearly stated in the outline that the opening of education should be intensified, and the scale of the international students should be expanded. In order to implement the outline, Ministry of Education of P.R. China launched the“Project of Studying in China”, with the aim of making China the largest destination country of overseas education in Asia in 2020, and increasing the number of foreign students up to 500,000 at that time. Facing the new opportunity and challenge, international education for foreign students in China could not move forward in a healthy and rapid way, unless the reform of its management system would be continuously deepened in line with the latest circumstances.By reviewing the literature, this article has summarized the development process and current situation of the management system of international education in China. In addition, the author has conducted an in-depth investigation about the management system, by interviewing and discussing with the officials, including the experienced retirees, from universities who are in charge of the management of international education. Based on the investigation, the author has analyzed the problems in the current management system of international education in China, and put forward some suggestions and solutions.
