Abstract

Rural public goods supply is an important link for the development and construction of rural economy in China. Building a reasonable and high-efficient supply system for rural public goods will be favorable for promoting and addressing the issues regarding agriculture, rural area and farmer in China. With the deepening of rural economic system reform of China, after the tax and fee reform in particular, the rural area of China has preliminarily achieved the goal of lightening the burdens on farmers and improving the life of rural area. The rural area of China will progress into an all-round comprehensive reform period in relation to such aspects as economy, politics and life of the rural area. The historical task of such period is to deepen the reform of the rural area in an all-round manner. Rural public goods supply is related to every aspect of the life of rural area and is the foundation for formulating other pertinent policies. Therefore, a thorough study on how to build a public goods supply system according to the reality of the rural area will promote the reform. Starting from the basic theories of public goods supply, analyze the advantages and disadvantages of different supply modes; this thesis endeavors to arrange the pertinent theories of public goods in a proper way; explore the effect of rural public goods supply; combining the micro and macro data analysis, inductive created our country rural public goods supplying difficult problems, finally propose policy suggestions in view of the current situations of rural public goods supply in China.Totally, this thesis is divided into four chapters:Chapter one introduces the background and meaning of selecting such a topic and summarizes the domestic and oversea research information on rural public goods supply by means of document method as well as particularly summarizes the current oversea theory study and practice study, which pave the way for the study of other chapters.Chapter two is theoretical basis part in this paper. Firstly we discussed the concept of the rural public goods, characteristics and the supply modes, additionally, the scope of rural public goods supply is defined as well. Presents an overview of the current relatively representative theories on public goods supply, of which emphasizes review of theory in our rural applicability for this paper were discussed, which provide the theoretical basis for this thesis. Secondly, in accordance with public goods USES classification respectively on rural infrastructure, rural education and rural technology five categories of public goods supply effect analysis effectively.Chapter three is the case analysis. Firstly, it briefly introduces the history evolution of the supply mechanism of rural public goods and sets forth the mechanism reform under different historical backgrounds; and then, based upon related macro data and the research data of rural public goods supply acquired from Shenyang, Liaoning Province, analyzes the problems and reasons under the current rural supply mechanism from the perspectives of shortage of total supply, Lack of funding sources,defect of supply mechanism and poor management.Chapter four proposes the principle for the rural public goods supply in consideration of the previous discussion and the current situations of China. Constructive suggestions are proposed in this chapter. The problems actually existed in rural public goods supply should be solved in terms of establishing the multiple supply modes, improving & transferring the payment system, developing rural economy and constructing a democratic decision-making &expressing mechanism as well as perfecting the supervision & management system.
