Abstract


Since 1998 when the state council issued The Decision on Establishing the Basic Medical Insurance System for Urban Employees, our medical insurance system for urban workers made great progress in the construction. The urban workers insured are constantly increasing, and insurance coverage continues expanding, which develop medical insurance system gradually including medical insurance for urban workers and residents, new types of rural cooperative medical care system and medical assistance system for urban and rural.However, the present health care standards cannot offset the rapid growth in the medical costs, so there are a lot of problems required to solve in sustainable development for our medical insurance: on the one hand, as a developing country, the aging society tendency brought about heavy pressure on sustainable development for medical insurance; on the other hand, stiff climb of medical expenses, especially because of information asymmetry which the medical care supply-side has absolute information superiority, brought about supplier-induced demand and demand-side over-dependency on medical resources, which makes containment of medical cost become main problem for our medical insurance sustainable development.The article is divided into five parts: The first part briefs domestic and foreign research situation, the research background, the goal and the significance of medical insurance for urban employees of China; The second part mainly outlines implication of continuous development for medical insurance urban employees of China, and has carried on the thorough explanation from sustained development feasibility analysis for medical insurance urban employees of China, medical insurance aspects and medical insurance’s origin and development,which is supplement and consummation to medical insurance development implication, also carries on the thorough elaboration as follows to build the foundation; The third part has detailed medical insurance reform course and the present situation for urban employees of China, and analyzes the existence question of urban employees of China; The fourth part introduces the overseas medical insurance sustained development pattern and enlightenment to medical insurance construction for urban employees of China; The fifth part has proposed suggestions to the long-enduring development for urban employees of ChinaThis article proposes that the sufficient medical insurance fund is basic guarantee for our country medical insurance long-enduring development, so we must pay attention to the medical insurance fund investment operation, and the article also proposes the private Medical system function, the government should increase dynamics support private Medical establishment’s development.
