Abstract


Highway infrastructure in our country plays an important role , however, the cost of highway construction projects has been the lack of effective control . The current construction phase cost control are generally project the amount of audit , progress payment settlement , the approval of the change order , debit visa and other day-to-day work , basic static control belonging to the remedial measures . Based on the cost of the construction phase of dynamic control method , the earned value method to pre - control and focus on monitoring of the construction phase of the road construction project cost , effective control of the entire project cost, improve investment returns , the construction of each of the main parties to get the most benefit . The paper first describes the basic tasks of the project cost management and construction projects the cost of each stage of the process control ; analysis of the necessity of the construction phase of cost control , control principles , dynamic control method used in this paper as well as cost control objectives determined ; discusses the cost dynamic control and cost pre-control , and the cost of monitoring the connotation of this article dynamic control of thoughts and ideas . Second, by learning theory earned value method to analyze the earned value method of project characteristics suitable for applications using earned value method of pre-control the cost of the construction phase of the road construction project , explaining its application of the basic steps to analyze the deviation generation and take the appropriate corrective measures . At the same time , two earned value method on the basis of the traditional earned value method , and apply it to the cost of pre-control . Through examples , namely the application of traditional earned value method with two earned value method , the cost of pre-control , and to demonstrate the practical value of dynamic control of the cost of the construction phase . Finally , while the implementation of the cost of pre-control that affect the cost of the key factors to focus on monitoring and analysis of influencing factors on the cost of the construction phase , the paper selected engineering change as a key factor in the cost of key monitoring . Analysis of engineering change generated factors and their classification; expounded the principle of engineering change approval procedures ; proposed engineering change management in the case of asymmetric information and change management based on the different construction side of the project ; fuzzy mathematics Price uncertain rapid change project cost estimates , and to verify the accuracy and practicality through case .
