Abstract


Sustainable development is the inevitable choice of human for which peopledevelop and implement the strategy . Human Capital is the engine of regionalsustainable development. The study on theories and practical of Human Capital’seffectation on the efficiency of regional sustainable development has been a frontierissue in the areas of Economics, Ecology and Sociology. This paper cardinged themechanism that how Human Capital work on regional sustainable development,itdid a mathematical analysis on Human Capital efficiency in the sustainabledevelopment of Three Northeastern Provinces of China.First, this paper described the theory of Human capital and regional sustainabledevelopment in details,and then made an comment on Human Capital efficiency inthe sustainable development: human had a positive effectation on regionalsustainable development vase accumulation and investment of human capital andchanged the non-sustainable development mode, promote economic developmentand society harmonious, Final to achieve mankind’s comprehensive development.Scend,this paper analysis ed the mechanism that how Human Capital work onsustainable development of society , economic and environmental; it’s estimatedhuman capital accumulation,constructed sustainabledevelopment evaluationindicator system and the contributed mode of human capital on regional sustainabledevelopment, then this paper analysis ed and inspectied the correlation betweenhuman capital accumulation and sustainable development ability.The results shows: Three Northeastern Provinces have different human capital accumulationand which determined contribution degree on sustainable development. There is a significantcorrelation between human capital accumulation degree and sustainable development Ability.Last,on the foundation of those analyses ,this paper proposed policyrecommendations on improving human capital efficiency in the sustainabledevelopment effectively in ways of updating the concept of development, increaseinvestment , reform l system and adjust structure of human capital .
