Abstract

In2007, the tuition-free normal education system is implemented in normal universities directly under the Ministry of Education. The content of the policy can be summarized as two exemptions and one subsidy. The normal student in this system do not need to pay for the education while they can get allowance for living every month. As an obligation, tuition-free normal students need to enter into an agreement and commit to be engaged in the primary and secondary education for at least ten years. The aim of this policy is to offer opportunities to the students who can not afford the educational fee, encourage college students to devote themselves to education, and improve the quality of teachers and education in primary and middle schools, especially in some remote, poor and southwestern areas. Tuition-free normal students are different from the former normal students for they shoulder more important responsibilities. Now in China, learning English have gained much attention. All these represent that English, as one of the major subjects, weights more and more in the elementary education. The need to learn English have grown fast while the quality of the English teacher can not keep pace with the growth. In this way professional English teachers are eagerly needed. The purpose of the study is to have an analysis on the existing cultivating scheme, find out the general situation and offer suggestions to promote the current curriculum design and the future cultivating scheme for Tuition-free normal English major. As a research of teacher education, this thesis adopts Shulman’s teacher knowledge classification, which is simplified into three general parts:subject content knowledge, pedagogical content knowledge and arts&general knowledge of education. This classification is the theoretical basis of the analysis on the cultivating scheme. The study is a diachronic and longitudinal research which carries out an investigation into the cultivation of Tuition-free normal English major and is based on two perspectives:the one is from the point of taking part in practicum; another is from the perspective of taking part in real teaching after graduation. Two major questions are raised in this study:1. how the Tuition-free normal English major respond to the pre-practicum, in-practicum and post-practicum stages after they finish practicum based on the curriculum designed;2. how they further respond to the curriculum designed for their pre-service education after finishing first semester’s teaching at work. The study takes the first batch of Tuition-free normal English major in the School of Foreign Languages in Southwest University as an example. From the investigation it is clear that the cultivation of the first batch of Tuition-free normal English major is successful in general. After4years training, most of them become English teachers and are willing to devote themselves to teaching, which could raise the level of elementary education in China. But some deficiency in the cultivating scheme is discovered. The result of this study has some inspiration for the implementation of the policy and English education and suggestions are also put forward.
