Abstract


In recent years, small and medium-sized science and technology companies Shenyang have made deeper development in both quality and quantity ways. These companies played a productive role in promoting the development of high-tech industries of Shenyang, in the aspects of fostering new economic growth points, attracting outstanding scientific and technological personnel and revitalizing regional economy. However, there are also considerable difficulties in the development of small and medium-sized science and Technology Companies. Under the premise of the basic theory of small and medium-sized technology-based service system construction, the successful experience of domestic and foreign small and medium-sized technology-based service system was analysised. Combinating the development of basic and the current service system development status of small and medium enterprises of Shenyang, the strategy and measures of Shenyang service system development in small and medium science and technology enterprises were proposed. This article is divided into seven chapters, the main contents are as follows:The first chapter, preface, states the discussion on the current state of theoretical research characteristics of small and medium-sized scientific and technological research and service system of small and medium-sized building.The Second chapter demonstrates the analysis on the related concepts and theories including small and medium-sized scientific and technological content. Also the organization of small and medium-sized service system characteristics and duality of the characteristics were analyzed in five aspects.In the third chapter, financial services related to the theory and financial services enterprises at home and abroad were analyzed. How to improve small and medium-sized science and technology in Shenyang specific measures for financial services was proposed.Theory of service-related personnel was analysised in the forth chapter. The specific measures of how to optimize human resources services for small and medium-sized technology of Shenyang was proposed by referring the successful experience of personnel services of small and medium enterprises in Zhenjiang and Taiwan.On the basis of deep understanding of market development services, the support and expansion of Germany and the Shanghai market for small and medium-sized technology-based services was studied. and the strategy of how to strengthen small and medium-sized science and technology in Shenyang market specific measures to expand its services was proposed in the fifth chapter.The sixth chapter discussed the connotation of technology innovation of small and medium-sized technology-based services,. How to optimize technology services to small and medium-sized technological innovation specific measures of Shenyang was proposed by referencing the successful experiences of services of Kam-EU science and technology in the province of Heilongjiang.The seventh chapter: conclusion.
