Abstract


Since the Third Plenary Session of the Eleventh Central Committee， a China’s reformand open up and modernization construction deepening， the discussion on constitutionalissues is more and more warm in the field of politics and legal.Especially after thepublishment of the speech by Xi Jinping in commemoration of the Constitution in30years，the discussion on constitutional issues is also ushered in the climax， the academia has manyimportant consensus and achievements."Constitutional" in the Chinese modern history hasexperienced the ups and downs of a hundred years，.Due to the historical tradition influenceand the reality of social intervention， constitutionalism in China even became a sensitivetopic. But the constitutionalism itself has a character that is "limited government power，features to protect the rights of the people" and its practice in world history proved to us:constitutionalism is the goal orientation of the modern social development.In the thirtyanniversary of the constitution General Secretary Xi Jinping stressed that "the life oftheconstitution lies in the implementation， the authority of the Constitution also lies in theimplementation". This thesis theoretically points out the important status of constitution inChina’s political life for us， but the constitutional government still can we have a longdistance in real life.This paper， by the constitutional essentials as guidelines， based on the elaboration ofthe constitutional meaning， on the Marx the Chinese Communists’ constitutional ideas，aims to show that the constitutional is not peculiar character of capitalist society， and theconstruction of socialism with Chinese characteristics also need to engage in construction ofconstitutionalism. On this basis，the paper further discusses the efforts to promote the construction of Chinese characteristic socialist constitutional government system.
