This paper tries to explore the transformation of Taiwan’s political systemon the perspective of dual-executive system.In the first three “constitutional amendments”, the Nationalist Party(Kuomintang, KMT) led to the completion completely. The three “constitutionalamendment” on one hand declared to maintain the spirit that the administrativedepartment must be responsible to the legislative branch, on the other handestablished the supreme leader election system. Through the “judicial review”made by the “council of grand justices”, Taiwan’s political system wasidentified as pure-dual-executive system, one sub-type of dual-executive system.However, the forth “constitutional amendment” in1997made Taiwan’sdual-executive system ambiguous.Since the year2000, when the Democratic Progressive Party won in theelection of top administrative leaders in Taiwan Province, which meantTaiwan’s first party alternation in power took place, the “constitutional practice”had led the obscure dual-executive system into semi-dual-executive system,another sub-type of dual-executive system, and the “grand justices’ judicial review” also repeatedly recognized the “constitutionality” ofsemi-dual-executive system, the establishment of which seemed graduallyevident.By exploring the transformation process of Taiwan’s political system andanalyzing why Taiwan’s current political system cannot successfully change thetrack, this paper concluded the most probable direction that Taiwan’s politicalsystem will go is still dual-executive system, and the currentsemi-dual-executive system is continuing and consolidating.
