Abstract

It is a fact that the effective utilization of human resources increases its overall value. Not only is a government’s responsibility and duty to well utilize this resource, this skill also demonstrates a government’s leadership and, by extension, its regulatory prowess and ability to contribute to societal growth. The most important and crucial factor in the skill is a government’s "leadership" qualities, as "leadership" directs the socio-economic development of a nation and determines its quality.The value of a society’s human resources increase as a result of that society’s socio-economic growth. Altogether, this growth can be envisioned as a spiral, ever being drawn to greater heights as cultural growth begets further growth. The force that draws this spiral is a society’s "leadership"."Leadership" is generally accepted as an aspect of the human spirit, a method of policymaking, a process for administration, a principle of science, and so on. When this quality mixes with human nature, it spontaneously results in a force that motivates a populace for development and growth. From this perspective,"leadership" is a standard aspect of human culture.The United States has the honor of adopting the first written and modern Constitution. Since1776, the United States has experienced a tumultuous history of Civil War, World Wars, and numerous economic crisis. Even so, through an innovative spirit and innovative economic policies, the United States has become the most influential nation of modern times. This track record directly relates to American style leadership and administrative skills, which complemented its history of economic growth. With the changing forces of politics, economics, and societal shifts, the United States has made many reforms for its methods of organizing its human resources. These scientific reforms organically developed based on practical observations leading to an effective, unbiased, and long-standing public sector system that was perfected towards the end of the20th century. According to political reformer David Osborne and Ted Gaebler’s in "Reinventing Government:How the Entrepreneurial Spirit is Transforming the Public Sector","reinventing" the public sector does not just involve reforming existing system, but also changing government legislates new departments of the public sector. However, the point to highlight is that due to cultural, economic and political differences between different nations there is no single best system. Instead, the focus is on how various systems of government can complement and borrow from each other. China and the United states have a wholly different founding history. In addition, the two nations cannot use the same systems of government as both of these developed nations have numerous internal differences in their existing governmental systems. As such, this paper hopes to create a reference for how the complement an existing style of government by careful examination and analysis of the American governmental system. Only chosen those parts of the American public sector most relevant to China’s existing system in their theoretical bases, legal frameworks, and implementation processes will be examined. At the same time, this paper hopes to compare the theory behind the United States’ with existing examples from other developed nations.
