Abstract


The so-called service-oriented government, is the civil standard, social standardconcept under the guidance of the whole society within the framework of democraticorder, through legal procedures, in accordance with the citizens that will build up forthe purpose of civil service and bear the responsibility of the government service.Theadministrative procedure is the administrative body administrative action toimplement way of time and space, its from the steps, sequence, time, manner andother elements. The construction of service-oriented government can not do withoutadministrative procedures. Service-oriented government is a people-based publicaccountability of government, administrative procedures for the Government to act bythe time limits and procedures, etc., to fully reflect the public’s right to informationand participation, to facilitate public access to more concise, better quality Efficientservice. Service functions of government is limited government by law, the rule of lawis one of the basic conditions for the Government permission to make clear, the keyissue is process. Process constraints are the only way to build the rule of law andefficient government. Currently, the administrative procedures involved inservice-oriented government building there are still many problems.
