Abstract


Since the reform and opening up, with the dramatic transformation of our society, as well as step-by-step process of urbanization accelerating, religion as an important part of social life have been greatly influenced. Overall, there is an increasing number of religious organizations and larger size of religious groups so that the management of religious affairs have become increasingly complex. In order to better deal with the many problems in the religious administration, continually tap and play the positive role of religion on economic and social development, the optimization on religious personnel management is particularly critical. As the teaching staff is a major force in the religious administration, communication sacred world and the mortal world media,so playing its role is not only conducive to the healthy development of the cause of religion, but also it is conducive to the harmony and stability of society as a whole.This articles regards the religious staff as the research object. It systematically the system summarizes the content of the religious staff management, basic theory and practice patterns.At the same time,it takes the management of Buddhist clergy in guangzhou as example. In form of questionnaire survey, it analyzes the problems from five aspects, including the policies and regulations of the faculty, the faculty identified and for the record, selection and appointment and removal, education and training, social services. The problems are as follows in the management process of the teaching staff:illegalities and irregularities with religious staff identity still exist; identification and filing of the teaching staff is still not standardized; the overall quality of the teaching staff is still not high; selection and dismissal of the teaching staff is still unreasonable; social services involvement of the teaching staff is hampered. Based on these issues, it puts forward the reasons:religious policies and regulations is imperfect and ineffective implementation; religious community self-management is sufficient; the influence of Buddhist culture and systems; the opportunities and challenges that complicated historical background and social environment bring. Finally, countermeasures are put forward:from the government aspect, to strengthen the rule of law in the field of religion, standardize the management of religious affairs; from religious groups aspect, the establishment of incentive mechanism to improve the religious groups practicable, standardize the identification and filing of the teaching staff to promote the teaching staff selection and appointment and removal of democratization; from the places of religious activity aspect, to improve the internal management of sites for religious activities, and promote the teaching staff education and training diversified development, to better play of religious personnel service to the community and heritage of outstanding cultural social function; what’s more,take the advantage of three aspects of coordination and cooperation the rapt attention cohesion, social management of religious affairs, to promote the healthy and orderly development of the religious.
