The United States suffered from the activities of the terrorism for a long time, since the1970’s, The United States have been attacked by various kinds of terrorism activities. Although lots of measures have been made by the U.S government to keep its security, including international corporations and military actions, the terrorism activities keep the threat to the U.S and becoming more and more serious. After the end of the Cold War, as U.S become the only superpower in the world and the government makes the implementation of hegemonism, lots of extremists in the world have the confliction of interest with the U.S. We can find that the terrorism has become the top threat to the U.S after the Cold War. In the1990’s, with the upgrade of the confliction between the U.S and the terrorism, the U.S government enacted lots of laws to prevent the attack from the terrorists, however, the laws didn’t work. At the September11,2001, the notorious terrorism activities took place, the government began to view the shortage of its policy and took actions aiming at the terrorism, including reforming the systems of anti-terrorism and making or amending the anti-terrorism laws, strengthening the monitoring to the suspects and making the military in the state of alert to keep the security. The purpose of the laws is to ensure the security of the United States, however, to some extent, some clauses of the laws violate the basic citizen rights of the people, including the basic rights in the universities. The basic rights of the freedom of research and the freedom of teaching and learning have been violated by the laws. The reason is obvious, the purposes of the universities are the free exchange of different ideas, and the freedom of academic communication, on the other hand, the purpose of the anti-terrorism laws is to stop these to ensure that the academic achievements would not be got by the terrorists. Meanwhile, the laws also violate the basic rights of the teachers and the students in the universities, especially the overseas people and the Arabian. Surely, it’s normal that some remonstrates are hold in the universities, because the universities are the organizations that are deeply hurt by the laws and are the pioneers for the freedom. Stand beside the universities, some society organizations also remonstrate a lot to oppose the laws which hurts the basic rights. Facing the opposition from the people, some clauses of the laws are hard to work, and it’s a long way to find the balance between the laws and the protection of the basic rights. The article makes an introduction of the origin, development, evolution and the frame of the anti-terrorism laws of the United States, presents the impact to the normal lives of the universities and recommends the repercussions from the universities and the society so as to summarize the conflicting current situation between the anti-terrorism laws and the repercussions from the universities and society.
