Abstract


The "New mechanism" has taken the financial investment of rural compulsoryeducation into the public finance coverage, increased central government’s transferpayments, and risen the gravity of the compulsory education financial investmentresponsibility. However, while the central government has increased financial investmentin compulsory education, there is a "crowding out" effect happen to local governmentfinancial investment in compulsory education. Unilaterally increase the central governmenttransfer payments to compulsory education cannot be achieved the optimal level offinancial investment, further exacerbating the problem of balanced development ofcompulsory education in different area. Therefore, it is meaningful to determine theinvestment level of all levels of government in compulsory education, and rationally dividethe financial investment responsibility among central government and local government. Inorder to solve this problem, this paper use compulsory education-agent model and thefactor method of compulsory education transfer payments model, take the method of gameanalysis and econometric analysis to study the rational structure of all levels of governmentin compulsory education financial responsibility to guarantee adequate financialinvestment in compulsory education and stimulate the enthusiasm of the local governmentto invest in compulsory education.We put the fact of “Political achievements” into the principal-agent model, andderive the optimal agreement between the central government and local governments in thefinancial investment issue of rural compulsory financial. We study the game process of thecentral government and local governments in rural compulsory education and get theconclusion: the central government needs to reduce the evaluation of the economicconstruction to reduce the opportunity cost of local government in investing in compulsoryeducation, in order to lure the local government to increase its efforts in rural compulsoryeducation.Basing on the related data of compulsory education in2010, this paper use the factormodel to measure the financial capital demand for compulsory education and the financialability on compulsory education of31area of china, then measure the amount of transferpayments from central government to local government in2010. When we estimates theamounts of investment of the central government and local governments on compulsoryeducation, this paper quantifies the financial investment responsibility of every level ofgovernments. The study found that the areas that need central government financialsubsidies are mainly the Midwest areas which economy is lagging. Furthermore, Shandong Province and Guangdong Province also need the central government transferpayment，because their number of primary and middle school students is big.
