Abstract


Cartel as an economic phenomenon than one hundred years , to its knowledge , experienced a period of denial , supplement, amend and improve the process . Cartel when it first emerged , economists and jurists only one-sided , extremely aware of its negative , negative effects, both in theory and legislation will be its negated . Today, the theory and legislation has made rapid development, but also more accurate understanding of the cartel . As a form of monopoly cartel has monopolized the same with both positive and negative effects . Certain types of cartels, its negative effects than positive effects , while certain types of cartels, such as scientific and technological progress cartels, often to the state, businesses, consumers, and other numerous benefits .
