Abstract


The face of increasingly frequent public crisis events, traditional single governance model exposed the inherent limitations. With the participation of the majority of citizens more aware of the awakening, the participation enthusiasm and the ability to participate is also rising. Therefore, citizen participation is introduced into the governance of public crisis, explore new model of public crisis governance, more effective public governance crisis has important practical significance. Start from the angle of citizen participation, public crisis in a beneficial exploration and attempt. On the basis of previous research of public crisis of citizen participation in public crisis governance concepts and theoretical basis, trying to citizen participation in public crisis of governance in these theoretical guidance and analysis issues necessity. Then analyzes the important role of citizen participation in the governance of public crisis, and focused on the problem of our citizens to participate in public crisis management, and representation from the four aspects of the sense of participation, participation in aging, to participate in the system, to participate in an orderly mainly in participation consciousness, participate in the quality of the results is not high, the low level of participation in the system and the rule of law, organized normalized rational participation. The problems of citizen participation in crisis management, focusing on the analysis of the reasons leading to the above the status quo, mainly due to sum it up: conceptual obstacles, capacity deficiencies, the system in the absence of protection of lack. Due to the influence of the traditional system, the government does not attach importance to the citizens to participate in the effects of the crisis of governance, citizen participation in public crisis governance by the profit motive induced; obviously insufficient ability to identify, prevent and respond to crisis; system of citizen participation dummy, citizens to participate in the program are not clearly defined, the modest level of participation fuzzy. Citizen participation in the public crisis governance process, more difficult due to the lack of economic, organizational, information and channels protection. The author made several recommendations to learn from the experience of foreign citizens involved in the crisis of governance in the cultural construction, the ability to participate, system security management system. Cultivate the spirit of citizenship in the governance of public crisis, to improve the ability of citizens to participate in the governance of the crisis, to strengthen citizens' orderly participation in crisis management system construction and the provision of safeguards for citizens to participate effectively in crisis management, trying to build the context of a new era of cooperation between citizens and government new model of public crisis governance, to address the public crisis governance on how to better regulate and guide citizen participation to ensure that citizens' orderly, timely, and effective participation of the crisis of governance, in a bid for our citizens to participate effectively in public crisis management to provide practical available suggestions and methods.
