With the limited bandwidth resource of the spacecraft, the original voiceencoding technology based on waveform coding techniques doesn’t meetscurrent needs, we need to develop a high quality low code rate voice system.This paper expounded a high-reliability voice system’s design process,included program selecting, hardware designing, FPGA designing, etc.Meanwhile, this paper expounded the software and hardware reliabilitydesign measures to meet the special reliability needs of military, aerospaceelectronic equipment.With the successful implementation of the high-reliability voice system,the AMBE encoding technology has applied to the aerospace occasion, thereliability of the equipment achieved desired effect.
