Abstract


In recent years, with development of economic & society and progress of political civilization, Chinese rural areas’ overall appearance has undergone a great change. However, the level of basic public services in rural areas is still low, in order to better balance urban and rural development, we must break the situation of urban-rural dual basic public services and try to find effective carrier & the form of concrete practice of achieving equalization of basic public services, urban and rural areas adjective. Exactly, rural community-based service is the most effective way to achieve it.This thesis’s purpose is from multiple perspective to form a correct understanding of Zhucheng operational mechanism for rural communities & its significance to promote equalization of public services, with access to information, studying community building and development at home and abroad and Zhucheng rural communities’ building of the actual. It has important theoretical significance to have a correct understanding of rural community development patterns and effectiveness and accurate positioning about a reasonable operating mechanism in rural communities, which can promote the building of new socialist countryside, narrowing the gap between urban and rural areas and achieving equalization of public services. Meanwhile,with the research on Zhucheng operating mechanism in rural communities, we can get realistic policy orientation about the construction and operation of rural communities, which has some practical applications for the work of promoting China’s rural communities in the county building and the urban and rural integrated development.This thesis is divided into five parts to expand discussion: the first is the introduction of topics of the background, research method and innovations; the second is overview about the basic theory of the construction of rural communities, and it gives onlookers perspective on the basis of the relevant overview; the third is to launched a discussion about effects of rural community building to promote the city’s urban-rural integration, with an empirical analysis of Zhucheng; the fourth is analysis carried out on domestic and foreign-related practices and experiences of community-building practices; the fifth is to give some advice for Zhucheng to improve the rural community building.This research has its innovations: it describes that rural community building is a effective means of rational distribution of all types of resources and the promotion of equalization of basic public services, with the research and analysis on Zhucheng experience in community development. And it also tests and verifies that rural community building is a trend of the development of a new socialist countryside. Besides, it summarizes the working mechanism of Zhucheng "Party taking the overall situation and various national authorities work together to promote" in the process of building in rural communities and the an important role in promoting the building of rural communities.
