Abstract

With the basic strategy of rule of law put forward,China must speed up the process of the rule of law and years of legal education,legal knowledge-poor farmers in China have been some improvement in the phenomenon,it is undeniable hat the farmers legal awareness is still relatively weak. In the process of building a harmonious new society,the rule of law is an important and indispensable part of the legal awareness of the role in promoting the rule of law can not be discounted. In this paper,some rural areas of Hebei Province,a survey based on theory and practice,interpretation of literature and theoretical innovation in the province of combining a high degree of legal awareness of the different types of farmers to do more in-depth study of the angle,hoping to appear well studied stage of legal awareness of the farmers in our province’s new features,these features lead to the causes and treatment strategies,with a view to improve the legal awareness of China’s peasants learn to play the role.The paper on the legal consciousness of the farmers in Hebei Province study covers the following contents:The first part analyzes the different types of Hebei Province,the farmers legal awareness status quo. In the survey and field interviews,based on rural cadres in Hebei Province,the person engaged in farming,migrant workers and business people and managers of township enterprises of different types of farmers’ awareness of the law are analyzed,preliminary manual handling and specialized statistical software for analysis and comparison of the different types of farmers in Hebei Province,the legal consciousness of differences and similarities,and conducted a comprehensive survey of evaluation,analysis of the legal consciousness of the farmers in Hebei Province of positive and negative factors that farmers in Hebei Province substantive law of the common content of a certain degree of understanding of rights consciousness,but the narrow channels of access to legal knowledge, the low level of belief in the law and no complaints have a strong sense.The second part studied the effects of legal awareness of the farmers in Hebei Province to develop regional factors. This Section is divided into two major issues were discussed: the first element of its own farmers to cultivate awareness of the law, including the farmer’s age, educational level and income gap between awareness of the impact of the law; then analyzed external factors influence farmers to cultivate awareness of the law, mainly around the level of economic development around the uneven,imperfect legislation and lax enforcement, weak judicial injustice and legal advocacy to start.The third section summarizes the legal awareness of the farmers in Hebei Province to improve the main measures in this part of Hebei Province with the situation on the basis of how to improve the legal awareness of the farmers in Hebei Province were discussed. First of all, Hebei Province,to develop the rural economy, improve the legal awareness for farmers to provide material security. In addition to increasing the financial investment in three rural, tax incentives for rural enterprises to enhance rural transportation, communication, electricity and other infrastructure construction, improve the market competitiveness of rural areas,establishing a market economy status of the main body traditional economic development measures, All localities should fully consider the location,resources and existing economic development,economic and reasonable layout,local conditions,local economic development; followed in the development of the economy,farmers should pay attention to culture and improving the overall quality,to enhance farmers’ awareness of the law to create the basic conditions and possibilities. To promote the improvement of quality of peasant culture,one must continue to increase the province government and local government investment in rural education,the other teachers in rural areas to solve problems and level, and establish and improve the rural adult education system. Improve the overall quality of the farmers,mainly through improving their scientific and cultural quality, development of rural culture,strengthen the construction of spiritual civilization in rural areas to achieve; third, to improve with the three rural-related legislation,to protect the source from the legal interests of farmers,from the legislative the guiding ideology,foster the awareness to protect farmers’ rights,from the legislative content,in conjunction with the rural farmers of the actual situation and adopt more expression to the farmers legal rights protection, the right to change the past, the tendency of light-weight management; first four,with good and sound legal system,the need to improve the judicial environment,establish the authority of the law, mainly through judicial reform and strengthening the ranks of law enforcement methods, thereby increasing the farmers’ faith in the law; Fifth,popularizing and propagating of terms,innovative forms of legal literacy,through the establishment of the Franco-Prussian combination of part-time team,reasonable arrangements for popularizing and propagating time and play the role of new media to create a new platform for popularizing and propagating,do a good job of popularizing and propagating the focus of a variety of ways to deepen the Franco-Prussian content, so the farmers get popularizing and propagating into an important channel of legal knowledge and awareness of the farmers legal basis.
