Abstract


In building people-centered harmonious society today, police humane law enforcement is a necessary requirement of modern rule of law and the end result. Report of the Seventeenth Party Congress pointed out that, social harmony is the basic requirement that socialism with Chinese characteristics is developing, the core concept of scientific development is people-oriented. A law enforcement police should realize that safeguard and develop the fundamental interests of the overwhelming majority of the people is the starting point and end point of all work, respect for the main status of the people, protect the rights of the people, promote the comprehensive development. Wherefore, police humane law enforcement will reinforce the importance and necessity.This paper attempts to carding and analysis the police human law enforcement combining the actual police enforcement, continue to explore an effective way that the legal and social effects of police enforcement united, implement the police humane law enforcement better, play an active role of building a harmonious society.This article contains four departments:The first department:focuses on elaborating the concept,the need of police human law enforcement and the value, summarizing its legal basis and moral demands.The second department:focuses on summarizing by the experience of inspiration, combined with the principles of foreign police and working mechanism.The third department:focuses on summarizing the status of our human law enforcement, analysising of the existing misunderstandings and the reasons.The fourth department:focuses on proposing the implementation measures of police humane law enforcement from the five areas,such as developing and improving the legal,enhancing the quality of construction of police enforcement and the law enforcement institution building, strengthening the building of the police professional ethics, deepening the police law enforcement management system, strengthening communication between the police and the masses and so on.Finally, to achieve the return of legal value.
