Abstract


Since the issue of 3G operation licence in Chinese communications operation market, it has become a development tendency of all communications operators to supply the whole society with general services like mobile network, fixed network and comprehensive business to meet various requirements. As the competition grows after the monopolization in communications business has been broken, to set a stable foundation for the even more intense competition in the future, civil operators continue enlarging the network construction scale on one hand and quicken communications infrastructure construction on the other.In recent years,the great development of communications technology has made great difference in network construction. The transmission network technology and scale have improved a lot and the network has become extremely complicated and flexible. In addition, the transmission network has been becoming more and more important and influencing the key competitive factor of the operators to a great extent. After about ten years’big-scale network construction, Guiyang Telecom has accumulated rich transmission resources. How to manage these resources effectively, to use them reasonably and to create new income increase is an urgent issue. Now the managing idea has transformed from searching for efficiency in the network scale to searching efficiency in the network management, the realistic situation demands us to have a clear idea about the whole network resource.This paper gives the first analysis to the long-existing problems on the company’s management to the transmission network resource and explains the important meaning & realistic needs of the construction of the transmission network resource collection management system to telecom communications business under the new situation. Combining the practical experience of Guiyang Telecom, based on the construction idea and principle of the resource collection management system, it gives the detailed steps, scheme structure and realizing function, as well as particular statement on data collecting procedure, data collecting methods and the report of data. At last, it analyzes the application of the transmission network collection management system. It is predicted that when the system is set and the data collected, together with the scientific management procedure, excellent effect would be brought to Guiyang Telecom on reducing the operating cost, improving service quality, speeding up business development, etc.
