With the rapid development of the Internet, and the deepening transformation of the information construction, units at all levels of public security organization have to adapt to the new development trends, and accelerate the pace of Information construction. E-Party is using advanced network technology to strengthen the party’s ideology, style, organization, institution building work and other day-to-day work, to provide IT support to every aspect of the Party work, to promote to the office-automatization and the process informatization, so that to improve the Party’s Ability to govern.Public Security E-Party System is such a software based on these goals. This system is not only stand on one machine, but also for networking of the Party information management, information sharing between each organization, and resource allocating overall group. It contains six functional modules, which is system management, user management, member management, party work management, data analysis, and public information. This article describes the design goal of the system, and system detailed needs analysis, business requirements, functional requirements, data requirements and non-functional requirements, given the system’s business process diagrams, use case diagram and conceptual class diagram, and use case descriptions. System design, overall design and module design, given the modular design of the functional block diagram, class diagram, sequence diagram and process flow, interface design and database design. Finally, the summary of the contents of this paper to introduce my work, and pointed out that this article shortcomings while looking to the job prospects of this study.
