Abstract


An administrative institution of the budget implementation is the important link offinancial management. Doing the financial budget make for the regulate and optimize thefinancial management process, ensuring that the business information in each link fullysharing and effective flow, So based on bureau of finance management system of financialbudget implementation subsystem’s development is very important.According to the need of financial budget management bureau of finance service, designthe bureau of finance management system of financial budget implementation subsystem. Thepaper apply Struts+Spring+Ibatis frame technology and Data encryption technology,combining with the J2EE development platform,with the B/S structure, using Oracle databaseand Java language to develop the system. This system mainly finished index managementmodule, fund management module, purchasing management module’s design andimplementation. One of index management module’s data batch import export specificimplementation makes the important analysis and research, and the data encryptiontechnology to carry on the detailed analysis and research.The main work of this paper as follows:Firstly, t the financial management system of bureau of finance the implementation ofthe budget of the subsystem is reviewed, the purpose of the research and significance of thesystem is discussed, the system needed the content of study, and discussed the key researchand pointed out that need modules and system design to algorithm;Secondly, Introduced the Java language and the J2EE platform technology, the Struts+Spring+Ibatis three big advantages and disadvantages of the framework comparative study,this paper introduces the characteristics of Oracle database, and discussed the data encryptiontechnology;Thirdly, analysis the function requirement of bureau of finance budget implementationsubsystems through financial management system, system development goals set. Throughthe analysis of the system overall, will the system function into index fund managementmanagement functions, function, procurement management function and so on the differentfunction modules; Fourthly, analyzes the financial management system of bureau of finance budgetimplementation subsystems, detailed introduces the design scheme of the modules, and, onthis basis, the financial management system of bureau of finance budget implementationsubsystem application for further detailed design. Completely according to the design processof the developing platform of standard, the design level reasonable clear.Fifthly,the financial management system of bureau of finance the implementation of thebudget of the realization of the subsystem are analyzed and expounded, key managementmodule, realized the index fund management module and purchasing management module.And the key technologies used in the system in detail. Management platform also accordingto the development of the platform layer model and standard realization, and for each layer ofthe implementation for example.Sixthly, the financial management system of bureau of finance budget implementationsubsystem is tested to ensure the quality of the system. To index management modulerespectively the import data, index documents management, fund management module forproject management, funding plan management, the voucher of the procedure, the purchasingmanagement module purchasing items tested management, and on the system pressure test, toensure the stability of the system and high efficiency.Based on the demand analysis, the detailed design, realization process and the test casesdiscussed of the system, suming up the bureau of finance management system of financialbudget implementation subsystem’s research strengthen the data security management and theconvenience of information management, taking convenience for the financial management ofbureau of finance.
