In the30years reform period, the society economy of China had been greatchanged. With the fleet development of society and administration mechanism reform,the methods of distribution for society public resource had been transformed from thesole administrative authorization to public market distribution which is accompaniedwith administrative supervision. The society economic development had alreadyemphasized the public resource trading as a more and more important problem. Aim topromote the serviceable, ruled by law, responsible and clean handed government, carryout the scenically developing perception, prevent corruption originally, normalizetrading manners, establish and complete public resource trading market system, andachieve the promise of government to favorite the people. It is badly needed to start theestablishment of municipal public resource trading platform under the municipalgovernment’s order. The so called public resource trading could enhance the efficiencyof public resource distribution. However, there are still a series of problem in the publicresource trading businesses, such as uncommon resource, unsmooth mechanism,non-perfect regulation and non-completed supervision.With development of information technology and internet technology, there wouldbe a transformation from the traditional hand-made enclosed public resource trade modeto the modern electronic open trade mode which takes the internet as fundamental. Withthe combination between informationized, networked, electronized idea and publicresource trading service, daily affairs management process by dovetailing the publicresource trading businesses into the unified public resource trading management system,it could fully integrate and share various trading resource, and provide bidirectionalinteractive trading services on internet. That would badly enhance the efficiency oftrading services, management standard, and supervision strength. Simultaneously, it ismeted need of the E-government development by reducing trading cost and promotinginformation standard of public resource trading service agencies. As a result, itcomprehensively boosts the innovation of system, mechanism, and technology in theJinan municipal public resource trading service agencies. Simultaneously, it realizes themaximization of benefit of public resource and minimization of operating and tradingcost through constantly stretching and expanding the touch point and methods of trade. Firstly, the thesis analyzes the current development, application, potential use,application prospect and advantages of the Public Resource Transaction ManagementSystem. Then with a detailed explanation of the introduction, analysis as well as thefunctions of these techniques, the thesis concerns itself mainly with the applicabletechniques (B/S structure, JAVA development and ORACLE database technology) andthe role this system plays in designing process. Finally, it is intended to shed light onthe design ideas of the Public Resource Transaction Management System. Finally, itcould take the reasonable solution by the analysis of the management structure andinformation technology.
