Abstract


Human resources are the primary resources are the most active , the most important factor in productivity , basic, strategic and decisive role in the economic and social development . Investment in human capital has become an extremely important issue that focuses on domestic and foreign experts and scholars . Currently, the West Coast Economic Zone has become one of the most important work in the economic and social development in Fujian Province , to study the economic zone on the west side of the Straits of human capital investment , has important theoretical significance and practical guidance to comprehensively promote the construction of the economic zone on the west side of the Straits significance. Post production function model to empirical research on the relationship between human capital investment and economic growth , and to calculate the contribution to the economic growth rate of investment in human capital and physical capital investment . Investment in physical capital is less than the economic zone on the west side of the Straits of human capital investment on economic growth through the data found on the role of economic growth , said Ming Haixi region's economic development is still more extensive, heavily dependent on investment in physical capital . Starting from different regions of Mindong , Minnan , western Fujian and northern Fujian and some provinces and cities in the eastern coastal areas of higher education, health , human capital investment of around urban data Fujian , further analysis invested and other aspects of the comparison and found that the problem of investment in human capital of Fujian Province . Article in close connection with the actual proposed to adapt to the evolving objective reality , to seize the new opportunities of the West Coast Economic Zone , talent strategy needs focus on the construction of the economic zone on the west side of the Straits , prospective, targeted some further strengthen the economic zone on the west side of the Straits personnel development ideas and countermeasures .
