Since the reform and opening-up, the non-public economy has developed rapidly. And the private enterprises spring up like bamboo shoot. Although the private enterprises bring considerable economic benefits to us, there are many problems. And the disharmonious labor relations is serious one. Labor relations is an important economic relationship. It affects the growth of countries’economy and the stability of society. Therefore, the status of labor relations is a barometer of social and economic relations. However, disharmonious labor reations affects the development of private enterprises. So it is urgent to study the measures of harmonious labor relations.Paper has five parts: the performances and causes of disharmonious labor relations, the necessity and possibility of constructing a harmonious labor relations in private enterprises, Marxist theory of labor relations and enlightenment, foreign labor relations and enlightment. The paper focuses on how to construct a harmonious labor relations. Summing up the successful experience of foreign labor relations, the author proposes to construct a harmonious labor relations from two aspects: internal measures and external measures. And develop the labor markets, so that the value of labors are decided by supply and demand. Internal measures from two aspects to explain: private business owners change management (combinate standard management and emotional mechanisms); employees should improve their own qualities, and they can express their interests through laws and organizations. The extenal measures strengthen responsibility of government and non-governmental organizations. The government in coordinating labor relations responsibilities include: strengthening the government’s public management objections; strengthening legislation and enforcement of labor relations; establishing an effective mechanism for handling labor disputes; improving labor market. Non-govermental organizations(unions, employer organization and collective bargaining organization) also play an important role in constructing harmonious labor relations.
