Abstract


Marine economy of the \Coastal port city of great significance in the development of marine economy , But at present, in addition to Shanghai, Tianjin , Ningbo , Qingdao , and a few other more developed coastal cities , most of the coastal port city in the scale of economic take-off stage of economic take-off requires a lot of capital and talent to promote . Surrounding the port city of competitive off the port city of economies of scale , leading to lack of funds and employment population local siphon effect , unreasonable structure of employment in the field , a lack of talent is the root cause to hinder the economic take-off . Capital way fight for social financing and independent national investment , but for the existence of the siphon effect of the port city of the poor . This article is intended to Rizhao City, for example, the coastal port city of capital to get the path proposed scale economic take-off in the National Oceanic economic strategy , to build a system dynamics model for quantitative analysis of capital how to use more to promote economic and social development , analysis of the structure of the employed population , by model simulation the scale of investment in economic and social development , and make recommendations accordingly . First, to establish the size of the port city of competitiveness evaluation model based on factor analysis , the relative amount of evaluation as an indicator of the port city scale competitiveness ; second port cluster proposed national marine economic strategy for national support and further leverage leveraging the way to get new capital to social capital , optimize the layout to attract talent . Third , based on the theory of system dynamics to build Rizhao City, economies of scale population structure of the system dynamics model to study the interaction between port , economic, demographic , to predict the future development of Rizhao City , the analysis of population area employment structure to simulate different investment policy the scale of the impact of the economic and social development , and made policy recommendations .
