Abstract


With the rapid development of air transportation and improvement of aircraftperformance, as well as the routes and aircraft density increased, the world’s safetymanagement is facing with more and more tough challenges, safety issues such asroutes congestion,flight delays and even flight accidents are attached more attention.Civil aviation safety management system is an important means of protecting aviationsafety, and at present there exists drawbacks in the information collection mode of civilaviation. Given the problems the original information collection exist, it’s urgent toestablish new civil aviation safety management system.In order to make civil aviation safety departments and its branches managementinformatization, intelligence, and strengthen the supervision and effects, and improvethe safety level of civil aviation, the paper developed civil aviation safety managementsystem. In the analysis of the existing application system based on the merits anddrawbacks, the system adopted B/S and C/S hybrid system structure and selects SQLServer2000as systems back-end database. Its functions included the report submission,the report inquiry, the report analysis, the trend analysis, the information release and thesystems management. The China civil aviation safety departments can realize theintegration of flight safety information management as well as rapid and accurateanalysis through this system, which can accurately grasp the trend of civil aviationsecurity incident and laws, and eventually improve the safety level of China civilaviation.Currently, the system has been successfully launched. The practical applicationshows that the system is reasonably designed, functional and easy to use. It greatlyenhanced the skills and efficiency of civil aviation safety management, and promotedthe modernization process of aviation safety management.
