Abstract


There are 16.58 million people participated in the Occupation Skill Testing in 2010. As the testing becomes more and more standard, the organization and identification work increases fast, so it’ll be very difficult and error-prone if we stay in the traditional working ways.In order to improve the efficiency and the quality of the Occupation Skill Testing work, the information technology must be introduced in all expects of the Testing step by step, such as training online examination management online, the online management of the bank of questions, testing on computer,statistical analysis online,quality management online and some auxiliary work. Based on the long experience and in-depth analyzing on the Occupation Skill Testing work, the writer designed a Occupation Skill Testing Authority system. the system achieved the rights management of all different level users, workflows management in segmentation, authorizing management of the testing organization and so on.The system combined several existing management system such as Examination management system, national examination management system, management system of the bank of questions, statistical management system and intelligent examination system.The promoting of this system will not only increase the technical content and the efficiency, but also decrease the cost of the testing at the same time. It also can standardize the testing behavior, share the data and query the data quickly, these provide the data supporting to personnel training and national policy-makingThe system can refine the technical solutions, complete the disposition and application rapidly depending on the requirements of all sectors of the Occupation Skill Testing Authority center. The system provides the corresponding technical services and the whole services of identification to meet the demands of our country’s Occupation Skill Testing and catch up the international level
