The creation of electronic tax management system based on the golden tax project Ⅲand treasury information processing system environment, not only contribute to ensure the taxenter the treasury in time and in full, improve the quality of tax collection, but also convenientto the taxpayers, improve the quality of service of tax authorities. At the same time, the workefficiency of treasury, tax authorities and banks has improved obviously and the tax cost hasbeen reduced. The article has designed an electronic tax management system suitable for theLocal Taxation Bureau of Liaoning Province after study the application status of taxinformation system all over the world. To create this system, the characteristics of LocalTaxation in Liaoning and the situation of existing information systems of the relevantdepartments has been considered.All computer technologies used in development and design process of this system aremainstream and advanced. This system’s system architecture is based on J2EE architecture,uses BEA WebLogic Server to deploy, choose IBM MQ as message oriented middleware toexchange data and describe the data interface by using XML. Emphases of system design arereliability, scalability and ease of maintenance.The article completed needs analysis of the electronic tax management system, clearedthe system construction goal. As an integrated processing system, connected with otherexternal system is needed. Thinking about the system has a variety of business logic andnon-functional requirements to process, and needs access control and message conversion, torealize the diversity of the business process was the focal point in system development. At thesame time, as an intermediate processing platform, the system has to integrate with theoriginal local tax information system on flowing and operation. So in the design phase of thesystem, renovated and reconstructed part of related module of the original system is needed. Ithelps to realize the uniform platform and uniform management. Following, the article has adetailed description of the electronic tax management system design too. The description iscomposed by the integration of new electronic tax management system and original system,the division of the subsystem, application connection with the treasury information processingsystem, interconnect message format design, safety design. The article focuses on the original system structure adjustment due to the development of electronic tax management system andapplication connection design based on message oriented middleware IBM MQ betweenelectronic tax management system and the treasury information processing system. Finally,the detailed design about processing flow and the user interface of the function module in theoriginal local tax information system closely related with the electronic tax managementsystem has been done.Now, this system has been officially online operated. It realized the system constructiontarget and achieved technical requirements in entirety, safety and reliability. The system has agood application popularize value. The development of this system accumulated a lot ofvaluable experiences for the future informatization construction in the Local Taxation Bureauof Liaoning Province.
