With the reform and development of China Post and in order to implement the strategy of "Talents Promoting Postal Development", China Post group company has put forward the idea of constructing China Post Online University, forming three core business functions of on-the-job training, vocational technique authentication and in-service education as well as other functions such as employee service, resources service, social service and etc., therefore, providing strong and effective human resources support and intelligence support to promote sound and rapid development of China Post. The postal vocational technique authentication is the core function of Online University, aiming at serving the first-line employees. The construction of vocational technique authentication sub-system will become an all-jobs, whole contents, all-directions and all- purpose network platform.This thesis has studied the vocational technique authentication sub-system in China Post Online University, discussed the background significance, overall plan, business function and business process, and made a brief introduction to the currently popular B/S development module and the development platform adopted by the system. Based on comprehensive demand analyses of organization management system, system users, business process and system target, the essay has carried out system design, including the design of system structure, business management function, user interface function, basic information management structure, database structure and etc.. Meanwhile, the essay has also designed the system functional modes, which include authentication organization management, vocational authentication team management, authentication exam management, assignment of appraisal personnel, authentication test paper management, authentication test management, vocational qualification certificate management, authentication training management, authentication statistics management, news release and etc.. Besides, the essay has introduced the implementation and deployment of the system.Now, China Post Online University vocational technique authentication sub-system has been put into commissioning in some provinces and received good result. The system has realized the intensification of vocational technique authentication training, appraisal standardization and intelligent management, greatly improving first-line employees’vocational quality and skill level. With the perfection and improvement of the system, it will further improve postal employees’business quality, supporting China postal enterprises’ reform and achieving the common development of postal enterprises and employees.
