The Prison, as a highly important national organ of criminal penalty, which is responsible for rehabilitation of offenders and prison management. With the old management modle outdated, the development needs of management difficult to abapt. The introduction of RFID technology to Truly achive prisonmanagement information. In this paper the major work accomplished have the following:1) It describes the research background, development and research significance based on RFID technology at home and abroad.2) The RFID technology and working principle has been described. The RFID middleware and indoor positioning technology has been studied.3) It provides the reader network deployment planning by designing RFID reader network planning solution, which presents Gaussian Center Particle Swarm Optimization.4) It achieves a set of information management system based on RFID prison by analyzing the actual needs of prison administration.The system uses B/S architecture and Silverlight technology.This paper innovation points are:1) This paper studies the maximum likelihood estimation method which introduce into the indoor positioning of prisoners.2) MCPSO(multi-swarm cooperative particle swarm optimizer) has been improved.It proposes GCPSO(Gaussian center particle swarm algorithm). Firstly, Gaussian coefficient is used. Secondly, because there is no exchange of information between subgroups in MCPSO, so the use of a central communication mechanism(using particles in the center) to exchange information in all subgroups. Algorithm in processing total time of reader network planning has obviously reduced.In this paper,Firstly, it achieves a prison intelligent management system by using radio frequency identification technology and provides an effective solution for solving the problem of prison management, such as the introduction of RFID, indoor positioning technology and the readers network deployment. Secondly, The overall design framework and design plan has been gived by analyzing requirements and management process of prison management system. Finally, The system indetail and implementation has been designed.
