Chinese recycling economy development has obtain some achievements at the end of "elven five year" planning and promulgate many policies and laws and regulations, but it still has some problems in the process of recycling economy. I anylaze some developed countries,such as:USA, Germany, Japan and Denmark,recycling economy development typical models and advanced ideas in this paper, also review the history of Chinese recycling economy development, the actual state and some policies ,laws and regulations, and emphasis analyze jiang su, liao ning provice and gui yang city recycling economy development situations.Ji Lin is the second recycling economy big trial province, recycling economy receives much attentions from all cercles in whole province. From developed countries and areas’ recycling economy experiences aspects, I analyze the recycling economy mechanism and development trendency in Ji Lin provice, take Si Ping and Bai shan who are national level recycling economy trail cities as examples, simply analyze the development trendency of recycling economy, to find out the problems and raise the regulate measures.
