Abstract


With the economic and social development, digital city management has increasingly become a new model of modern city management. That which as one of the social management but also Public areas of project management research. It is very important issue that how to use the digital city management system platform. Local government use of performance evaluation as a management tool in the digital city management process research for scientific and effective,The structure of this article is divided into six parts. The first part is about the practical problems of city management. There is a brief narrative of the purpose of this study, meaning, ideas and the major research methods and research innovations. The second part is about the theoretical basis on the status of city management, application status, and a brief description about digital city management. The content of city government social management function based on the abroad city management situation. And the digital city management platform depends on the lots of investigations of performance-based digital city management application during domestic and foreign governments.The third part describes the digital city management performance evaluation of the concept, design principles and system established. Demonstrated the determinants about the digital city management performance evaluation, and thus leads to the determinants of digital city management performance evaluation system.The fourth part sent Dongli digital city management system platform as an example, evaluation of the indicators and comparative analysis of scoring. Outlined the background and characteristics in Dongli district digital city management, analyze the problems and causes in digital city management, and computing by performance evaluation.The fifth part summarizes the preliminary results of comparative analysis, based on the advanced experience; made specific policy recommendations for promoting the digital city management. First, improve relevant laws and regulations; build the basis of digital city management system. Second, build a working system based on digital technology, scientific the city management. Third, reformed the city management performance evaluation system to form an effective incentive mechanism. Fourth, cleared evaluation of the digital performance workflow. Fifth, established the effective monitoring feedback mechanism, ensure the system developed healthy.The sixth part is overview of the creative point.The domestic and foreign government is not popular on performance evaluation of city management research. This study aimed at learning previous results and as Dongli digital city management system platform an example, to analysis the government social management function of city management quantitative performance. On the one hand this article based on the background give a presentation of the of the government’s social management functions of performance evaluation studies standardization, and build up the digital city management functions of government performance evaluation methods and indicators. On the other hand, as Dongli digital city management system platform as a key study, give the performance evaluation of management functions, make recommendations for the problems.
