Abstract


Public rental housing is the indemnificatory housing, constructed by the government investment or other institutions investment which are supported by the policy. Public rental housing limits access conditions and building standards.Public rental housing mainly cater to special groups with much lower rent.Including, low-income families who has housing difficulties, new employment personnel, and introduced talent. Public rental housing construction is key link of indemnificatory housing project.lt can make low-income families who has housing difficulties, new employment personnel, new graduates and migrant workers own their house step by step.Public rental housing is a new indemnificatory housing project, following the advance of low-rent housing construction and affordable housing construction.Public rental housing is the inevitable requirement of the scientific development of housing safeguard and the housing industry.In 2010,Jinan decided to construct Public rental housing by the government investment.Public rental housing limits access conditions and building standards.Public rental housing mainly cater to special groups with much lower rent.Including, low-income families who has housing difficulties, new employment personnel etc.Perfect living conditions of low-income families, single workers and migrant workers.Carrying out the pilot work of public rental housing is the Important measure of improving the housing supply system、fostering housing rental market and meeting the basic housing needs of low-income families. This research focused on solving financing problems in the course of the public rental housing construction.It also devoted to promoting public rental housing construction、improving people’s livelihood and promoting social harmony.As a result of the dominant leading of local government, the financing research results of one place can not be apply into the public rental housing pilot of other areas directly.This thesis will draw lessons from Singapore and Hong Kong, base on the actual situation to make comprehensive improvement,use the time value of currency.This thesis is to study the feasibility of this financing project through the discount analysis of the future net income of public rental housing construction project in Jinan.By using the time value of currency and studying the feasibility of this financing project through the discount analysis of the future net income of public rental housing construction project in Jinan, can we measure the investment safety of low profit social security program comprehensively and precisely.On that basis, this thesis will put forward a concrete credit solutions and financing reimbursement arrangement.This project financing scheme provides new ideas of financial support for indemnificatory housing construction.Through the verification of feasibility of public rental housing construction financing scheme.We can explore and innovate public rental housing construction and operation mechanism actively.The aim is to meetthe basic housing needs of low-income families and other special groups gradually.This project financing scheme combines the development of public rental housing and guarantee and improve the people’s livelihood, promote urban development, promote the urban comprehensive competitiveness and construct the harmonious society together, which further improves the housing guarantee system and meet the needs of different groups.This project financing scheme also has some disadvantages, mainly lies in inadequate consideration of external environment factors,inadequate consideration of the uncertainty factors in the course of implementation, influence of the interest rate changes and shortage of product application.
