Public rental housing, an important part of China’s housing security system, is thekey emphasis in the housing security system during the12th “Five-Year” period. Publicrental housing will play a critical role in solving housing difficulties of low-incomepeople, and preserving social harmony and stability. From the current situation of publicrental housing construction in China, public rental housing construction is faced with aseries of difficulties. The Government has also undertaken a lot of practice explorationand policy research during the construction of public rental housing. Land policy is oneof the most important supports to ensure sustainable construction and operation ofpublic rental housing, but also a hot issue that the society is concerned. This thesis willmainly talk about how to use land policies to support public rental housing constructionin deep.From analyzing the land policy support of the public rental housing, we can findthat there are two main shortages of public rental housing land supply process. First, thelocation of public rental housing is not quite suitable; second, land subsidy for publicrental housing construction is insufficiency. This project focuses on these two shortages,and carries out corresponding analysis and calculation including housing locations, landsupply prices and land planning incentive policy.First of all, we developed an evaluation system for public rental housing locationand evaluated the land sites of24public rental housing projects located in Beijing. Afterobtaining a comprehensive evaluation scoring dataset, we developed a mathematicalmodel, which was used to find out the suitable land price under the assumptions ofgovernment bearing the opportunity cost and land subsidy insufficient. Then, weconclude that appropriate land planning incentive policy can be effective in promotingthe construction of public rental housing. The policies could be volume rate incentivesand allowing more proportion of commercial facilities planned in public rental housingprojects.There are two main conclusions of this study. First, government should payattention to public rental housing project site location, thus to ensure the actual housingsecurity role and to ensure project occupancy so that the project can get a stableoperating income. Second, the land policy is one of the most important subsidies that government provided to public rental housing. Effective land subsidy policy willsignificantly improve the financial evaluation of the public rental housing project.Our work deeply studied key measures of land support policies of public rentalhousing. We provided the basis for local governments making land policy and improvedthe theoretical research of land support policies, but also provided an importantreference for the practical operation of the public rental housing.
