Abstract


With the development of regional investment attraction, some local governments follow traditional philosophy and model to bring in single project which has already exposed a series of problems and seriously harmed the sustainable development and income of regional economy, or even damaged the smooth development of the macro economy. Investment attraction is essential for the development of regional economy, while the management of relevant projects is more important. That is to attract investment and manage in the perspective of program. Nowadays, world economy is experiencing great changes, the speed and scale of industrial transfer are accelerating, the competition among regions for industrial transfer is increasingly fierce, and the trend for enterprises to transfer in group is increasingly clear. One of the widely acknowledged effective ways to upgrade regional competitiveness is the program strategy. In the investment attraction process, program advantage has surpassed low cost advantage, becoming the leading force to attract industrial transfer.The focus of regional investment attraction should follow this trend accordingly and adjust timely. That is to gradually transit from planning, publicity and importing a single project to the unified planning, coordination, and management of relevant projects—program. Through the development of program strategy, the government can make scientific plans in investment attraction. Meanwhile, the government can bring in core projects, which will in turn extend the industry chain, promote industrial cluster, upgrade the auxiliary infrastructure facilities, make wise use of land construction index, cultivate good human and cultural environment, and simplify the approval procedure. They will combine to change the phenomenon of high cost and low achievement, and thus minimize the disadvantageous influence to the regional economic development. The establishment of the strategy and model of investment attraction should explore the new way based on experiences under the direction of program management.Taking advantage of available sources, including the government department websites, statistical yearbook of Jinan, statistical yearbook of Licheng District, and database of library, this thesis follows the trend of domestic and world economy and characteristics of industrial transfer, and adopts literature research method, Comparison research method, and mathematical statistics develops tentative research under the theory of program management towards the situation and problems of Licheng District in the process of investment attraction. In the perspective of program, this thesis compares and borrows ideas from the investment attraction of the developed regions both domestic and abroad. Under the guidance of sustainable development, this thesis puts several proposals to discuss the application of program management in regional investment attraction, and explore new schemes which are suitable for the investment attraction of Licheng District in the perspective of program management. This thesis aims to support the content of program management theory, expand the research field of program management, and further strengthen the sociality and practicality of further strengthen the management of program of social and practical of program management
