People-oriented country,Hunger breeds discontentment,and Food safety first.In thepast"3.15" Consumer Protection Day,China exposed the imported food such as Nestle,Kraft failed event again,food safety issues are still important issues to be solved inChina,it issues people’s quality of life and good health in many ways,at the same time itis important indicators reflect the management level of a country’s social and legalconstruction,and the impact on society is gradually expanding,and it’s no longerconfined to the family and other individuals,but spread to the whole community andeven across borders,become the world’s problem,and,this is mainly because of theconstantly moving forward as the sociol-economic,People on food consumption patternsbegan to diversify,socialization.Improper use of biotechnology, additives and otherharmful substances in the food production process;extension of the food supply chain inthe globalization of the economy and trade situation;credence characteristics of foodsafety so that consumers can not make an accurate assessment of food safety;as aeconomic man,enterprise lack of the information to publicly food safety;Social mediaand public opinion on the disclosure of food safety information and pass is not enoughgovernment regulation of public opinion is not enough, and other factors led to thefrequent occurrence of food safety; although China is taking a series of measures togovern food safety issues,as it relates to the producers, consumers, operators,manufacturers and government, the relationship between them are complex,it difficultto fully grasp a variety of food safety information,fully communicate,or the informationthey graped are asymmetry, these are food performance information barriers,foodsecurity situation is not optimistic.Therefore, how to resolve food safety informationbarriers is particularly important and urgent.On the current situation,underlying Cause of China’s food safety problems isresulted by market failure, information barriers in the food safety market.So,the key tosolve the food safety issues is eliminate the information barriers in the food market,andinformation barriers include three mains:incomplete information,asymmetricinformation,Poor information communication. In the field of research,at current,thefood safety research has focused on the macroeconomic field of explore how tostrengthen food safety control,but the research on food safety information barriers arenumbered.First, this paper gives a brief introduction of food safety incidents,and elaborated the related concepts of food safety information barriers,pointed out that the main reasonfor food safety information barriers reality and its pathogenesis,the Food Informationdisorders specific impact on China.For the shortcomings and deficiencies in foodsecurity information system and the system builded in China,this paper use theknowledge of game theory,by constructing the relevant stakeholders’Game Behaviorand model (manufacturer, operating manufacturers, consumers, and government) in thefood safety market,analysis of the reasons for food safety information barriers abouteach actor.Secondly,analyze the problem of China’s food safety information barriers at presentby three ways:the enterprise, the social public and the government.The enterprise as arational economic man, chasing maximize their own interests, lack of of the incentivemechanism of disclosure the food safety information, often can’t announced theproduction of food safety information.In the food safety market,consumers and mediaparticipate in play a supervisory role to the enterprise,to help alleviate food safetyinformation barriers,however, because of the vertical administrative system,Socialmedia monitoring is not perfect etc,people grasp the very limited information on foodsafety.Government, as the main force to effectively resolve in urge corporate disclosureof food safety information, and information barriers,but due to the imperfect relevantlaws and regulations,food safety disclosure system is not perfect,lack of food safetyinformation sharing platform,cause the government food safety information disclosureat this stage.Finally,this article draws on the experience of developed countries to respond tothe food safety market information barriers, and defuse Chinese food safety informationbarriers path from the point of view of business, society and government.It presents aeffective way to optimize food safety information communication,establish a variety ofcommunication channels about food safety information;establish multi-agentparticipatory communication mechanism;give full play to the role of consumers andsocial media to supervise; protect the public’s right to know according to the law;etc.Onthis account to resolve food safety information barriers, to prevent and reduce theoccurrence of food safety incidents effectively. The characteristics of this paper in thethird chapter: building the static and dynamic game model which between manufacturer,operating companies, consumers and government by the game theory,and pointed outthat the significance of the results of the analysis of these models,proposed an effectiveway to resolve food safety information barriers whereby theory with the problems that exist in the reality.Based on the analysis of the food safety market information barriers,itstill have some shortage although made some progress, this article be able to effectivelyresolve food safety information barriers,and play a reference role in promoting thehealthy development of the food safety market.
