As everyone knows, after the era of primitive civilization and agricultural civilization, there comes the age of industrial civilization for human society. As the economic and social development core of countries and regions, cities are symbols of industrial civilization and modern civilization. World of 21st century is in the process of urbanization. Urban population, which constitutes over 50% of the world’s population, brings about up to 90% of gross national product and consumes 90% of auxiliary energy. Urban development is a double-edged sword, which brings about civilization and progress while causes series of urban problems. In the trade-off between economic development and environmental protection, countries all over the world proposed the initiative of construction of Eco-city. Moreover, the key point of building eco-city is the construction of Eco-economic system,which guarantees the health and sustainable development of city. In this context, it is extremely necessary to study current situation of city’s Eco-economic system, especially for the developed region. This will provide thoughts and basis for urban ecology and economic construction, correct direction for urban development plan and some theoretical direction Wuxi is confronted with increasingly prominent ecological pressure. For instance, citizens of Wuxi experienced the disastrous effect of exchanging environment for economy in the event of“Large-scale outbreak of blue algae in Taihu Lake”. Municipal government proposed the goal of“reproduce the blue beauty of Taihu Lake, rehabilitate rivers and lakes”to achieve the magnificent transformation from“environment for growth”to“environment to optimize growth”. After a series of reform and remediation measures, some success has been achieved. However, relevant study shows that per capita ecological deficit of Wuxi remains up to 3.35 hm2 , which means the environment still confronts with acid test.On the background of the above international and domestic situation, modeled in Wuxi, this paper elaborately studied the current situation, the operating efficiency, and development tendency of urban Eco-economic system. First of all, the paper analyzed the current situation of Eco-economic system of Wuxi, and established the Kuznets curve of industrial“three wastes”emission. Secondly, the paper effectively assessed the development capability and operating efficiency of Eco-economic system in time series using the method of DEA. Again, the paper measured the ecological need of habitants using ecological footprint, studied the interior operating mechanism and feedback relationship of Eco-economic system using the method of system dynamics, and finally set up the simulated prediction model. Finally, in allusion to the result of assessment and simulated prediction, combined with the current situation of Eco-economic system of Wuxi, the paper recommended how to build Eco-economic system of Wuxi characteristic as well as construction of ecological and livable city in the aspects of policy control, industrial upgrading, allocation of funds, management, ecological awareness, and so on. This provides theoretical reference and policy support for the development plan and concrete construction of Wuxi as well as other cities.
