Abstract


In 1999 the State Council issued an article "Speed up the rural electrification reform and strengthen the power management in rural area". The article proposed three models for the rural electrification reform. Thereafter, how the rural power companies should extricate themselves from the difficult situations and maximize both the companies’economic benefits and also social benefits, had become an emerging hot topic. Consequently, the concept of "Rural Grid Intensification" had also surfaced and caused the industry’s attention.Rural Grid Intensification is believed to be an effective approach to ensure rural power companies can unify their industry standards and corporate management standards with the power supply companies to ensure a sustainable and healthy development. Rural Grid Intensification requires the rural power companies to follow the pattern of grid development, improve the grid structure, lower the power consumption and improve energy efficiency. Meanwhile, the companies also need to actively adopt energy/land/materials/water-saving technology and equipments to set up energy-saving and environment friendly Grid Corporations,Intensive management of the county-level rural power companies can resolve the systemic obstacle which had hindered the province-level grid companies from investing on the rural grids for many years and contribute to the sustainable development of the rural grid. By doing so, the province-level grid companies can optimize the rural grid planning and layout according to the socio-economic development trends within the region. It also ensures an intensively management of the power grids among urban and rural areas, among the main power grid and distribution networks and among the rural areas. Finally, rural grid intensification also minimizes duplications and conducive to building a resource-saving society.This dissertation has researched the relevant theories and explained the content and operating pattern of the rural grid intensification. The author case-studied a country-level rural power company in Shenyang and refined the control framework among the province-level grid companies and county-level rural power companies to optimize the intensive management of human resource, financial resource and properties. The dissertation illustrates the necessity for full implementation of intensive management and sets forth a practice solution, viz., through overall transfer of the country-level rural power companies’ property rights to achieve the rural grid intensification.Rural Grid Intensification is the most urgent task for the rural power companies after the Zoned County Power Company to the State Grid Corporation.To establish an effective mechanism for rural grid intensification and meet the needs of society and the local economic development, the power companies need to consider the actual situation, the socialist market economy theory and Modern management theory, and promote ongoing management innovation.The theories presented in this dissertation can also be referenced for the Rural Power Companies which have not yet complete the overall property rights transfer.
