Abstract


Bonded Port Area is the Free Trade Area of China, with ports, logistics, processingand other functions of customs supervision. Chongqing Lianglu Cuntan free trade portarea as China’s first inland bonded port area is an important platform for inland open.To become a platform for other things’ development, we must first complete its owndevelopment and functions. So it’s urgent to accelerate the construction of bonded portarea’s information platform.Based on features and functions of Chongqing Lianglu Cuntan free trade port area asan inland port, combined with collaborative principles, we do a comprehensive analysisof the information platform from regulatory authorities and enterprise customers in thebonded port area. First, analysis the status of Chongqing Lianglu Cuntan free tradeport area, including the differences between inland bonded port area and coastal, thefunctional characteristics of Chongqing Lianglu Cuntan free trade port area, and thecontacts among Chongqing Lianglu Cuntan free trade port area and other ports. Second,analysis the co-operation between regulatory authorities and enterprise customers in thebonded port area, including a survey of enterprises settled in the bonded port area, its’demands analysis, and port management committee functions. Do analysis on thegovernment regulatory process mainly on enterprises’ settled in; to identify the keyfactors in system construction applied to the collaborative theory. Thirdly, analysis thebonded port user needs in the information platform, including analysis regulatoryauthorities and settled-enterprises’ needs; and on this basis, design the bonded portinformation platform’s subsystem and the functions of subsystem. Finally, propose theplan of the information platform, information platform, including planning principlesand ideas, the overall structure of the information platform, information platform,information platform application operating system and software and hardware design.Innovation of this paper is to build functional modules and add a personal and depthservice; Combined with Chongqing Lianglu Cuntan free trade port area actual situationand its own characteristics, application-oriented, demand-target, analysis informationplatform and build the overall framework of functional modules, based on the diverseneeds of SMEs, provide customized information services for SMEs; coordination to theuse collaborative mechanisms to optimize regulatory clearance process model toachieve government-related business management, both to meet state regulatory requirements and also conducive to business growth in order to achieve the interactionbetween government and business.
