The Northeastern Three Provinces, as the strategic grain production bases and themost important commodity grain production district in China. in For our China, themost populous country, them undertake the important task of the national grainreservers and grain producers in terms of the stable development of grain production isthe basic protection and fundamental needs of the country’s prosperity, well-being ofthe people. In view of the three provinces in Northeast China’s arable land willdecrease with population growth and the level of urbanization raise, we want to simplyby improving the input of a single factor to stimulate the improvement of foodproduction can not be achieved and can not be sustained, therefore, for the Northeastgrain production, the total factor productivity to make a judgment and estimates, andthen put forward specific policy is an imperative academic mission. In this study, firstof all, the theory of economic growth ,the connotation of total factor productivitymeasure theory necessary to introduce; the course of development and current situationof food production in the Northeastern Three Provinces, combining theory withpractice, the three northeastern provinces food production efficiency advantages,disadvantages of analysis and evaluation; empirical Malmquist index model based ondata envelopment analysis (DEA method), select the grain production input andoutput data in 1980 to 2007 of the provincial units, and select the three provincial unitsas decision-making unit to estimates the total factor productivity and its decomposition,the total factor productivity in the Northeastern Three Provinces not only did notgreatly improve in the contrary, the TFP of Heilongjiang and Jilin provincesdeclined . Further analysis of its decomposition, we find the changes in total factorproductivity in the three provinces depends largely on the technological progress in its decomposition, and ultimately gives the corresponding policy recommendations, andwant to be able to play a guiding significance for the three provinces in NortheastChina’s grain production.
