Abstract


In recent years, along with the advancement of urbanization,the standard and scientific level of city management has caused extensive concern of the whole society, from ordinary people to the city leaders. Along with the improvement of city construction and "six speeds", the city management work faces serious pressure and challenge. Taking the actual situation of Ningbo into consideration, it must actively promote wisdom city management to enhance the scientific level of city management.City management is extensive, involving a number of functional departments and the relevant units. This article uses the theory of project scope management and project risk management to give the main views and solutions, combined with wisdom city management, adopting the method of system analysis and the combination of theory:1. The paper puts out the core of wisdom City management Project in Ningbo, that is to understand business requirements and information resource sharing requirements. And it adopts the scientific method to analysis and comb them;2. In the creation of the work breakdown structure, in addition to the content of general projects, it includs business analysis, information resource sharing analysis, according to the characteristics of wisdom city management project in Ningbo;3. In the verifing of range, it needs to adopt meetings, senting a letter to verify the range, according to the characteristics of e-government projects;4. In the control of range, according to the characteristics of government projects, it needs to adopt the coordination meetings, public forum, a resource sharing agreement, and to control project scope effectively on a regular basis;5. In the analysis of project risk management, it puts forward suggestions to the leadership risk and management mechanism risk, and takes the necessary measures to avoid the risk.
