Abstract


In recent years our country in government investment project field strength isincreased ceaselessly, public investment projects is increasing, however in thetraditional government investment project management system, the existence of theproject the main responsibility, technical force is weak, poor management, poorconstruction of supervision and management, lack of management experience and“investment, construction, management and use of” four one leads to the lowefficiency of investment, resource waste, corruption and other problems. Due to theabove problem, the traditional government investment project management system hasalready can’t adapt to the existing market economy development request, but theagent-construction system of government investment project management mode hasgradually shown its unique superiority. On the basis of this, this article to our countrythe agent-construction system of government investment project management mode ofteaching and research.This paper first describes the concept of government investment project and theagent-construction system concept, and the traditional management mode ofgovernment investment project agent construction management mode and docomparative analysis, which summed up the characteristics of agent constructionsystem. Secondly elaborated with acting organizational system based on relevanttheory, and from the game theory analysis of construction agent system is the core ofthree party (the agent, owner, contractor) game relation, the argument in constructionagent system to strengthen the supervision and punishment to the collusion to necessity.The domestic agent construction system of government investment projectmanagement present situation to carry on the comparative analysis, summarizes theconstruction agent system in our country the specific extension, analyzes threerepresentative agent system pilot city of agent construction management mode,analyzes its advantages and disadvantages in operation. And to our country theagent-construction system of government investment project management mode ofoperation in the existing problems and reasons to do some research on analysis. Finallyin analyzes our country the agent-construction system of government investmentproject management mode of operation problems in the reason foundation, proposedthe establishment perfect acting organizational system and relevant law laws andregulations, the implementation of agent construction market management, vigorously develop generation to build the market, perfect the incentive mechanism and tiemechanism, strengthen the parties supervision countermeasures. We hope that throughthis research for the relevant government departments and the implementation of agentconstruction unit to provide some beneficial reference and suggestion.
