Abstract


Dual structure of China's economy has long been the problem has not been resolved. Its roots lie in rural economic development lags behind, while the bottleneck restricting the development of rural economy and rural financial service system that urgently develop and improve. Although from 2004 to 2010 the central \Crux of the problem lies in the development of rural private financial problems must be tackled. China Rural Financial Development of rural credit is severely underfunded, Chinese rural financial service system and the urgent need to improve the rural financial market competition mechanism is not perfect. Share of agricultural loans of financial institutions is too low proportion of total loans. Data show that agricultural output for the contribution rate of GDP has been living in more than 10%, while agricultural loans accounted for the proportion of total loans was always less than 6%. Meanwhile, in 2009 farmers from formal financial institutions to obtain loans accounted for the proportion of households borrowed funds less than 40%. This shows that the supply of rural financial credit funds there is a serious shortage. The lack of rural financial service outlets in some places even the financial services space. Lack of rural financial product innovation, service level is not high. All these indicate that urgent sound rural financial service system. Rural financial market competition mechanism is imperfect performance: the main single rural financial services, can not form a diverse competitive situation; agricultural loans of rural credit cooperatives proportion of the country's total agricultural loans has been higher than 77%; Meanwhile, rural financial institutions in the form of products and guarantee homogeneity, can not compete effectively. Status of the development of rural finance hindered the development of China's rural economy, hindering farmers' income. Problems of rural financial development main reasons: First, the level of productivity and adapt to the development of rural financial institutions is not perfect, the lack of multi-level financial services institutions, such as rural private financial organizations. This is caused by the long-standing financial services in rural civil organizations have been marginalized. Second, organizational functions formal financial institutions and rural economic organization can not butt, either by policy banks and commercial banks, rural credit cooperatives, or is there more or less can not play its due role in supporting agriculture, rural development farmers' income problems. Third, the rural financial market development is very big, but the lack of incentives, need government support and market the dual forces to promote rural financial service system development. For the above, China's rural financial development path lies in the rural private finance. Because rural private finance is to adapt to the natural process of economic development in rural areas to grow up, have endogenous. Rural Financing able to compensate for the lack of formal finance, in order to better serve the \Of course, the development of China's rural folk finance still need to strengthen the system construction, to take corresponding countermeasures. For example, create a fair competitive market environment, including promoting market-oriented interest rates, reduce market access barriers; improve and perfect the legal environment; moderately stringent regulatory environment.
