Abstract


Land resources are scarce and non-renewable resources as an integral part of industrial and agricultural production, China’s huge land value display according to the statistics, China currently only the value of state-owned land up to more than25trillion yuan. The rapid economic development makes the land became an object of contention in the land-related interest groups, in the rapid progress of urbanization process in the framework of the city is widening, continue to highlight the contradiction between land supply and demand. In order to obtain the potential for further development, the government began a large-scale land acquisition and resettlement, through the monopoly of land resources into their own hands to get the high land premium in this process has been greatly damaged the interests of farmers. Scholars statistics, obtained by the government from farmers land premium of up to5trillion yuan, which caused more than80million landless peasants, this part of the crowd on the one hand the loss of land provided by the basic livelihood guarantee the other hand, due to their own labor low skills, and there is no way into the city, few land requisition spend the end, will be reduced to the "crowd", despite the sustained and rapid development of the economy to provide a lot of jobs for the landless population, to some extent conceal landless peasants without a stable income contradiction, but the speed of economic growth could not have maintained a high speed, the fact is the momentum of China’s macro-economic growth has started to slow, and this further magnified the landless peasants employment contradiction. Practice has proved that there are many drawbacks in our land acquisition mode, the government reverted to their own hands by virtue of public authority has collective land forces, while not in accordance with the market price of the land to farmers should be compensated, this unfair land acquisition mode built on top of the damage to the interests of fanners, based on the premise. Should see that the land is the survival of the farmers, the lost land farmers lose the basic livelihood protection. Land acquisition compensation system has caused the landless peasants to become the new God will be a source of instability and a threat to the building of a harmonious society and social stability and orderly. How to change the existing land requisition compensation system further fair enjoyment of the relevant interest groups are constantly test the wisdom of the leaders, making the land value-added.
