Cultivated land is the most basic natural resources, and it is the basic condition of human survivaland development too. Due to natural factors and social factors, the unreasonable land use activities keep thecultivated land use structure and quality of cultivated land resources changing, thus affecting the regionalecological environment,and even ecological environment and global change, threaten human survival anddevelopment seriously. Therefore, study on the effects of cultivated land use change ecological effect ismore important to understand and solve the problem of cultivated land utilization.Based on large amounts of data and information collection and analysis,Firstly, this articlesummarized the general situation of the natural geography, social economy and land utilization in altaycity.Secondly from the overall, the quantity and quality, production capacity and existing problems,itanalyses cultivated land utilization situation.Thirdly, to build ecological effect index and analysis ofindicators concluded that the results of the influence of the indicators of the ecological effect of thecultivated land utilization change by laboratory tests and field investigation. Finally, this article putsforward some suggestions on how to improve entironment of the land utilizationAltay city have vast land territory,complicated terrain and rich natural resources.The area of grass and forestland is a big proportion of land.Most cultivated land which have the good texture and moderate fertility medium isbasin, flat,and deep in altay city.there are rich light, heat and water resources. But look from the capacity, cultivatedland productivity difference of the villages and towns is obvious,and uneven distribution;there are still some problemsin the process of land use in altay city, such as imperfect shelter forest system construction, improvement on cultivatedland growth environment and soil improvement problem,this clealy show successive years of predatory planting andlarge amounts of chemical fertilizers.It makes part of the land salinization degree heavier,soil fertility decline and thesurrounding ecological environment threatened.Based on the above research results, this article put forward countermeasures which protectcultivated land resources and improve the ecological environment of the cultivated land. We shouldcorrectly understand the economic benefits of cultivated land and ecological benefits, scientific planting,Implementation of ecological agriculture, to enhance farmland biodiversity, to carry out the landsalinization, keep the soil nutrients, build a shelter forest system construction, and pay attention to farmlandshelter forest construction.
